Heritage
The concept that ownership, particularly of a property, constitutes a right to do anything with that property does not apply to “heritage” properties – especially houses which are owned by individuals.
Throughout the world most real heritage structures – the Eiffel Tower, the Tower Bridge, the Empire State Building, the Arc de Triomphe, etc., etc. – are owned by the city.
I’m not sure where the concept of heritage listing privately owned property – usually houses – came from, but it conflicts with all principles of private ownership.
If heritage listing conveys a limited right to make decisions, including demolition, over the property then such a listing should clearly be accompanied by an obligation on the listing authority to make financial contributions to accompany the right to make these significant decisions, including a demolition order.
